Ok, so it's for the debian package.  I think that's up to you.  Google
maps seems to indicate that Xeros PARC is still at that address, but
maybe the CommonLoops Coordinator no longer exists.

Personally, I wouldn't add any additional text.  It already says
"request", and adding more text to interpret someone else's license
seems fuzzy to me. IANAL.

Oh. I guess that's also up to you.  21a is fine with me.  There
haven't been a huge number of changes since then, but there have been
a few important bug fixes.  And 21b will be out soon.
